The user research brief pointed at newer written notes that say Observer 100% rather than “all endings.” KKB’s own 19 August 100% article still says all other endings. We will not pretend those are the same flag. If you want the scene on the first try, finish every ending and fill Observer, then wait.
Sky Clad Observer is the Steam trophy “Played through everything in STEINS;GATE RE:BOOT.” Whether that trophy is exactly Observer 100% is not yet confirmed.
Story explanation — spoilers
Reviewers describe the scene as short and aimed at longtime Science Adventure fans. We are not going to recap the dialogue. KKB calls it “rather critical” for the wider series. Noisy Pixel refused to describe it. Believe them and just wait on the black screen.
